In the 1990s, Somali government collapsed and while the world looked away, foreign fishing vessels moved in and plundered Somali waters illegally. Toxic waste was dumped along the coastline. The fish that sustained entire communities disappeared. Fishermen who had nothing left began intercepting those ships, taking back what was taken. The western media called them pirates and they called themselves the Volunteer Coast Guard of Africa. Horn of Africa is going to be divisive and I'm glad it exists. You start with a small fishing boat. You board vessels, you reclaim your waters and you rebuild what was taken from your waters and you slowly construct something they'll have to reckon with. A full operation built against systems designed to make sure that you stay nothing. You can play solo or bring your friends. You can divide, take on bigger targets.
