You're right, Goku hasn't actually destroyed a universe or multiverse; the idea comes from Dragon Ball Super where his clashes with Beerus, or powerful foes like Kefla, threatened to destroy the universe with shockwaves, but Goku learned to nullify them, showing immense potential, not completed destruction, with some debating if that dialogue was hyperbole or literal power scaling. And then he never does it. It makes no sense. You can't just boldly claim you can destroy a multiverse and then he never does it. It makes no sense.
