Add the keema to the Instant Pot along with ginger-garlic paste and all the spices. Mix everything well and pressure cook on High for minutes. Once you open the Instant Pot, you'll notice some liquid. Turn on Sauté and cook for about 5-10 minutes, or until most of the excess water has evaporated. Add oil according to your preference and bhuno (sauté) the keema really well until the oil is nicely incorporated and the keema is cooked through and flavorful. Finish with raw onion rings and julienne-cut green chilies. Sprinkle with kasuri methi (dried fenugreek leaves) if you like - completely optional. Serve hot with naan, paratha or rice.
