Parents are not guests at an IEP meeting. They are members of the IEP team. Yet far too often, school teams walk into meetings with weeks of data, draft recommendations, progress reports, evaluation summaries, and internal discussions that the parent has never seen. Then they expect the parent to make informed decisions on the spot. That is not meaningful parent participation. If the team is relying on data to recommend reducing services, changing placement, removing supports, or making any other educational decision, the parent should have access to the same information the team is reviewing before the meeting. Parents cannot meaningfully participate if they are seeing critical information for the first time while everyone else has already had days or weeks to review it. The same applies to attendance. If a required IEP team member will not be attending, parents should not find out when they walk into the meeting. They should be notified in writing before the meeting, ideally at least 24 hours in advance, so they have the opportunity to decide whether to provide written consent to excuse that team member or request that the meeting be rescheduled. Under IDEA, certain required IEP team members may only be excused if both the school district and the parent agree in writing. Parents have the right to make an informed decision about whether that absence is appropriate. Respecting parents means more than inviting them to the meeting. It means providing the information they need to participate. It means giving them adequate notice when key team members cannot attend. It means recognizing that they are equal members of the IEP team, not an audience expected to approve decisions that have already been made.
