BREAKING: The FBI has arrested a California woman accused of secretly gathering intelligence for the Chinese government during an alleged surveillance operation in the Seattle area. Wanying “Heather” Zhang, 34, was arrested at Los Angeles International Airport as she was allegedly preparing to fly to Shanghai. According to a federal criminal complaint, Zhang traveled to the Seattle area in September 2025 and allegedly photographed and recorded a close relative of a senior Taiwanese government official while also gathering information about vehicles at the property. CBS News, citing law-enforcement sources, identified the alleged target as Ting-Yu Lai, the son of Taiwanese President Lai Ching-te. Federal investigators allege Zhang transmitted information gathered during the operation, including photos, videos and vehicle license plate information, to contacts associated with the Chinese government. Zhang is charged with acting as an unregistered agent of a foreign government. The allegations have not been proven in court. Zhang is presumed innocent unless proven guilty.
