Israeli President Isaac Herzog flew to Baku on a commercial Azerbaijan Airlines flight through Turkish airspace, getting around Türkiye’s ban on Israeli government aircraft. Flight data shows Herzog flew on AZAL flight J222 from Tel Aviv on Wednesday, ahead of Thursday’s CICA summit, where he met Azerbaijani President Ilham Aliyev. A Turkish official said Azerbaijan didn’t tell Ankara the president was on board, adding that “Türkiye cannot get the passenger manifest for every airliner.” Türkiye blocked Herzog’s plane in 2024, forcing him to cancel a Baku trip. Commentators noted that the Dreamliner he flew on was named “Shusha,” after the 2021 Türkiye-Azerbaijan defense pact, at a time when ties between Ankara and Baku are already strained over Azerbaijan’s new school headscarf ban.
