En 2014 déjà, Christian Eckert, alors secrétaire d'État au Budget, décide qu'il n'y a aucune raison que des comptes totalement inactifs, qui potentiellement n'appartiennent plus à personne, restent logés dans les banques.
Il peut s'agir d'une personne décédée, d'un Livret A ouvert par vos grands-parents sans que vous le sachiez ou d'une assurance-vie.
Il fait alors passer une loi selon laquelle si un compte est inactif pendant un certain temps, les banques ou les assureurs ont l'obligation de transférer l'argent à la Caisse des dépôts et consignations.
Aujourd'hui, ce sont ainsi près de 6 milliards d'euros qui sont logés à la CDC.
Et si aucun bénéficiaire ne s'est manifesté au bout de 30 ans d'inactivité au total, alors cet argent est récupéré par l'État
D'où l'idée de l'exécutif. Plutôt que d'attendre, il veut prélever tout de suite 17% de cet argent

Le gouvernement précise bien que si un bénéficiaire se manifeste, l'intégralité de la somme lui sera restituée, intérêts compris sans que ce prélèvement ne change absolument rien.
