Scams do exist in China and I’ll go into detail on what scams you may encounter in China in my in-depth travel guide 👀 However this has NEVER happened to me before in China so not sure if it was a genuine mistake - but I remember the queue moving so slowly at the time and worrying about missing my flight, because so many people were having to pay overweight luggage fees!!!
