Family, friends, and coworkers are mourning the loss of 51-year-old Ryo Uchimiya, a long-time chef at Nobu who was struck and killed by a teen driver on Saturday morning. The victim was parked on PCH, just down the street from his job, taking a nap before his shift. That's when investigators say a 16-year-old boy behind the wheel of a Range Rover slammed into him. A long-time resident who wanted to remain anonymous says workers park on PCH because there aren't that many other options. We see this kind of thing happening where people are resting in the car. We've seen homeless people sleeping in their cars and get hit and catapulted. The car is catapulted into the air. I feel like every time you get in the car, you have to be very guarded about everyone around you. City leaders declared a local emergency in 2023 because of speeding drivers, and after another deadly crash on PCH claimed the lives of four Pepperdine students, Malibu has installed speed cameras, which recently recorded about 100,000 speeding violations in just eight days of testing. Tickets won't be issued yet. The city says it needs more time to evaluate the infrastructure. This investigation is in its preliminary stages, and it's not clear right now if that teenage driver will face any charges.
