The City of Cape Town has a duty to maintain public housing as dignified safe homes. These are people’s homes and public assets. Allowing them to decay & “upgrading” them with makeshift shoddy staircase balustrades is a neglect of their responsibility to maintain public assets and a neglect of the duty to provide dignified housing.
