What problems is this draft animal keeping by-law trying to solve? It reads like a law enforcement wish list being pointed at a problem that doesn't exist. This by-law or draft by-law which is open for public comment until the end of September has been tabled by the Democratic Alliance run City of Cape Town. And it requires residents to have a permit to keep one bunny rabbit, to keep more than five birds, to keep a cat or a dog that's older than six months, to keep an unsterilized cat or dog, you need a permit. With the permit, the by-law says you must pay the fee. If you breach any of these requirements, then you face the same potential sanction or sentence up to two years in prison as someone who's running an illegal dog fighting ring. And to enforce all of this, the SAPS, Metro Police, traffic department and law enforcement officers are now being burdened with the additional task of managing how you keep your pets. So when the punishment is so heavy and the task is really, really small, we really have to ask, who is this by-law for? Did we have a bunny rabbit problem in Cape Town? Did we have a budgie epidemic? Does your bird cage have the right dimensions? Cape Town has a gangsterism, violent crime, extortion problem. And the same officials, police, Metro Police, traffic department, law enforcement officers are now being burdened with the additional task of managing how you keep your pets. So when the punishment is so heavy and the task is really, really small, we really have to ask, who is this by-law for?
