Goodwill has built its brand around helping people overcome barriers to employment. But its history also includes affiliates using a federal program that allowed some workers with disabilities to be paid below minimum wage, while executive compensation at the national organization reaches into the hundreds of thousands and they’ve continued increasing some merchandise to retail value in a challenging economy for families.
