Run by ringleaders known as the "Emperor" and "Empress", this dense maze of cellars, trapdoors, and hidden tunnels became an unstoppable empire for thieves, fugitives, and outlaws right in the heart of Pontmorlais. Why "China" ? Because to Victorian society, it felt like an exotic, unrechable foreign territory with its own laws. It had its own underworld hierarchy, complete with a notorious ringleader known as the "Emperor of China". And his empress. They ran organized pickpocketing rings, illegal drinking dens, and safe houses for fugitives fleeing the authorities from across Britain. The architecture itself was a nightmare for police. Cells were connected by hidden trapdoors, walls and secret underground passages. If a thief snatched a pocket watch on high street, they'd vanish into "China", pass the loot through the free sellers in 20 seconds, and by the time officers arrived, the evidence was long gone. It took a decade of police raids, town redevelopment and new housing to finally erase "China" from the map by late 19th century.
