He's slowly getting better every single year, which is why he's able to break the record by a little bit every single time. But that's actually not the reason. Because he could have gotten this record of 6.31 meters along time ago. But he chooses not to. Why? Well, it's because World Athletics pays out a $100,000 bonus every time someone breaks a record. Armand realized he could either go for a really crazy record once and never get another record again, or he could just break his record by a little bit every time and farm this $100,000 bonus. Which is exactly what he decided to do. He may even get to the point where he passes his athletic prime, have gotten a better record, but he'll never know because he kept just farming this $100,000 bonus.
