A family in Joostenberg Vlakte is shattered. Ten-year-old Octavia Swarts, a bright learner at Joostenberg Primary School who dreamed of becoming a teacher and regularly brought home certificates and trophies as a top achiever, is gone. Her mutilated body was found near a farm dam on Monday after she went missing on Sunday afternoon. According to, Cathleen Davids, Octavia was last seen with her 14-year-old cousin. He had invited her to go for a run on the farm. Davids told Daily Voice that the boy later admitted to other children on the farm that he first raped her and then used a rock to strike her in the face. When family members reached the dam, police were already present and warned them they would not want to see the state of her body. The 14-year-old was arrested on Monday afternoon and expected to appear in the Blue Downs Magistrates’ Court on Tuesday. Instead, Western Cape police confirmed he was released into the care of his parents “in the interest of justice.” The docket was handed back to SAPS for further investigation. The matter was not enrolled on the court roll following instructions from the National Prosecuting Authority. Davids’ reaction was raw grief and disbelief. “Maar hoe?!” she cried when officers brought the news to the farmhouse. “All I want to know is why. Why would he do that to her? They have always been close and had a strong bond.” Ian Cameron, chairperson of Parliament’s Portfolio Committee on Police, has voiced serious concern. He stated that the NPA must explain, within the limits of the law, why the matter was not enrolled, whether further investigation has been requested, and what still needs to be done before prosecution can be considered. “A 10-year-old girl has died, and her family deserves clarity,” Cameron said. He stressed that the boy’s release must not cause the investigation to lose momentum and that SAPS and the NPA must pursue every forensic and investigative avenue to establish what happened and whether anyone should be held accountable. This case raises painful questions about how the justice system handles serious allegations involving children, both as victims and as suspects. The family is left with unanswered questions while a young life full of promise has been violently ended. Octavia worked hard at school. She wanted to teach.
